			<content:encoded><![CDATA[<p style="text-align: justify;">Employment laws are enacted for following rules and regulations for both employees and employers. The United States enacted the Fair Labor Standards Act (FLSA) by the Wage and Hour Division in 1938. It deals with the minimum wage and overtime pay offered to full-time and part-time workers in federal, state, local governments as well as the private sectors.</p>
<p style="text-align: justify;">The act is applicable for employees who work under organizations having two or more employees. The organization must do at least $500,000 per year in businesses or hospitals.</p>
<p style="text-align: justify;">A minimum wage of not less than $7.25 per hour is to be paid to the employees and was effective as on July 24, 2009. The employees can be paid on a piece-rate basis as long as they receive at least the equivalent of the required minimum hourly wage rate and overtime for hours worked in excess of 40 hours in a workweek.</p>
<p style="text-align: justify;">The number of hours in a day or a week that an employer require an employee to work is not limited for employees who are at least 16 years of age. The number of hours worked overtime is also not limited by the Act. Not less than one and one-half times the regular rate of pay is paid for overtime work for all hours worked in excess of 40 in a workweek.</p>
<p style="text-align: justify;">The employers must track the record of employee information including name, address, birth-date, gender, regular hourly pay rate, total overtime earnings for the workweek, date of pay period and so on. These records are verified by the representatives of the Wage and Hour division.</p>
<p style="text-align: justify;">Violations in these issues may result in criminal prosecution and a fine up to $10,000. Civil money penalties of up to $1,100 per violation are resulted for those who violate the minimum wage and overtime requirements willfully or repeatedly. Employers are subjected to civil penalty of up to $11,000 per worker for each violation of the child labor provisions.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The small business survey, 2010, conducted by peopleperhour.com, revealed that 61% of small business have plan to increase their investments in IT, with 38% directing their investment in appointing IT freelancers. The survey also found that 42% of them are fulfilling their IT needs through recruiting IT freelancers, with only 18% of them planning to hire in-house staff.</p>
<p style="text-align: justify;">Most of the respondents are finding freelancers as a convenient option because, 35% of them felt that they did not require full time employee for the job, 22% said that it was easy to find freelancers with high skills, 16% of them said that they need freelancers only for extra workload, 14% said that it was highly expensive to recruit in-house personnel. 20% of the respondents in the survey were from IT industry.</p>
<p style="text-align: justify;">The website also conducted another survey on the top five IT skills, which are of high demand now. It found that PHP, <a href="http://www.marvist.com/internet-marketing/search-engine-optimization-seo.html">SEO</a> or link building, WordPress, Joomla and iPhone Apps. were of high demand. MYSQL, HTML, .NET developer and ASP.NETdeveloper were required less.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The impact of recession is still haunting the Americans in the form of unemployment, particularly in the construction sector. When the overall job market is considered, the unemployment rate dropped to 9.7% in January 2010 from 10% in December 2009. this states that nearly 14.8 million workers in US were unemployed. However, there were some signs of recovery in many fields and the economic advisor of the White House predicted that there would be job growth by this spring. There was a slight growth in temporary positions and retail fields this year.</p>
<p style="text-align: justify;">The overall situation looks OK but the case looks different in construction sector as this field is experiencing continuous job losses. According to the U.S. Bureau of Labor Statistics (BLS), construction employment fell by about 75,000 this January. It says that the employment in construction field fell by 1.9 million since December 2007 when the recession started.</p>
<p style="text-align: justify;">It also states that nonresidential specialty trade contractors were worst hit by the decline in jobs in this sector. They alone accounted for some 48,000 job losses in this segment.</p>
<p style="text-align: justify;">Apart from this sector, transportation and warehousing were the other industries which experienced the continuous job losses in January this year.</p>

<p style="text-align: justify;">President of America, Barack Obama seems to hane made job creation his top priority this year to tackle the public anxiety about high unemployment and projections of slow recovery of economy.</p>
<p style="text-align: justify;">The employment numbers at present look stable. The jobless rate dropped to a five-month low of 9.7 percent, a few days back in January. It was slightly below 10 percent mark, which is very important psychologically.</p>
<p style="text-align: justify;">Democrats in Congress have unveiled a jobs bill that provides tax cuts to the employers who help in driving up the employment growth in US.</p>
<p style="text-align: justify;">We expect many such things to happen in near future and hope for the quick recovery of the economy of the US.</p>
